For some HIPPA (Health Information and Patient Privacy Act) has become HIPAA (Health Insurance Portability and Accountability Act). As attested to by a number of healthcare professionals in the Mandela Effect Facebook group. The change witnessed in real time by at least a handful of the members of the group:

These were screen grabs during/just prior to the change over from Health Information Patient Privacy Act (HIPPA) to Health Insurance Portability and Accountability Act (HIPAA) from a member of the ME FB group who was one of the people who witnessed the changeover:

While the mix up of the letters of the acronym is an obvious mistake to make and genuinely happens, this does not explain the people who distinctly remember the full term Health Information and Patient Privacy Act and used it daily. Nobody would have heard of a failed bill or memorised it. This seems like evidence for the ME. There have been testimonies from people working in healthcare, nursing, biology students etc who all remember it as Health Information and Patient Privacy Act.
